Pour la restoration de l'exceptionnalisme libérale

Ça fait trop longtemps que le Parti libéral essaie de définir le libéralisme comme un ensemble de pratiques comptables ou de positionnements politiques centristes. Le libéralisme ne peut pas réussir une fois réduit à une stratégie qui plaît à tout le monde. Le libéralisme n'est pas facile, il est difficile. Il est difficile parce qu'il représente surtout l'idéal dont son nom origine : la liberté. Le libéralisme et les libéraux réussissent quand les gens à trouver le courage de surmonter leurs craintes.

If Trudeau taught us anything it was that the two founding cultures, both arriving here as agents of European imperial powers, had no moral superiority one over the other. That the nationalist narrative of victimization was a canard. And that the universal example of this nation is that two founding peoples can overcome not only cultural differences but rise above the avaricious economic catalysts that brought European colonialism here and achieve singular accomplishments in justice and fairness.

Official bilingualism was meant to be expansive of rights, not constrictive as provincial legislation has been. The fact that this party has anglophone and francophone vice-presidents does not give members license to use them strictly as ombudspeople. The titles are symbols of our origins. Not constraints to encourage exclusiveness. True liberal exceptionalism lies in the promise that together we can symbolize for all mankind the shining city on the hill where a people overcome divisions of language, religion, ethnicity, and creed to inaugaurate and insure the survival and success of liberty. And we owe it to our heritage to remember.

The heritage of Papineau emanicipating all minorities into full civic citizenship twenty years before any western nation. Of Lafontaine and Baldwin who crafted the first responsible government in the British Empire. Of Laurier who was so committed to religious equity and equality in our public life that he said, "It has been my greatest pride to be condemned by Protestant parsons and excommunicated by Roman priests." Of Lester Pearson who institutionalized compassion into our public life and made us realize that helping the poor, the elderly and the sick was the highest and best promise of industrial liberalism and that a helping hand was not a handout. And of Pierre Elliott Trudeau who instilled in all Canadians the abiding faith in the sovereignty of the individual over any collective fiat, and ingrained in our law the inalienable rights of man. So, how do we translate all this into today's terms and make Canadians understand what we believe? I would suggest five principles.

Premièrement, la croyance dans un fédéralisme qui rejette la supériorité morale ou le statut spécial de l'une ou l'autre des deux cultures européennes qui ont fondé le Canada. Deuxièmement, la fidélité à la suprématie de la personne sur toute idéologie étatiste. Troisièmement, l'engagement à l’équité pour chaque citoyen devant nos cours avec des lois qui sont les boucliers des innocents et les bâtons des justes et non des épées à double tranchant pouvant servir à l’oppression. Quatrièmement, le rejet de la gouverne interventionniste qui menace non seulement de remettre l'état de nouveau dans les chambres à coucher mais qui lui permet de suivre le citoyen dans la rue avec des contrôles coercitifs et des interdictions sur des prérogatives privées. Cinquièmement, la foi en l'idéal de l'État-providence où la compassion permet les coups de main sans que ce soient nécessairement des largesses.

Sometimes, to know where we should be going we have to know from where we have come. These foundational organizing principles of liberalism are as relevant and vital today as ever. Enunciated within the context of the open society that the Roadmap suggests for democratic reform, the authentic liberal revolution will be revived and renewed. Parce'que l'évangile libéral authentique nous offre la seule chose dont les gens ne peuvent se passer : l’espoir. Avec l’espoir nous pouvons tout accomplir. Sans espoir, une nation devient le miroir de la vision d'Ézéchiel, une vallée d’ossements secs. C’est seulement cette foi qui peut allumer les milliers de centres d'énergie créative et d’audace nécessaires pour enrayer les derniers vestiges de l'injustice et de l’inégalité.

So let us remember the warning from Thomas D'Arcy McGee that echoes down from the mists of history that, "There is room in this Northern Dominion - under one flag and one set of laws - for one great people. There is no possibility for that greatness - under that same flag and those same laws - if we succumb to squabbling particularities." Let us bring to an end our gratuitous cannibalism and restore liberal exceptionalism. L’étendard d'une société juste ne peut pas être porté légèrement, et son fardeau est tombé de plusieurs mains à travers l'histoire. Chaque génération doit être vigilante qu’il ne tombe pas de ses mains.
